Manager, Contracting Services

ROLE PURPOSE

Lead the strategic planning and execution of procurement and contracting activities while ensuring compliance with legal and company policies. Oversee the full contract lifecycle, vendor relationships, cost optimization, and risk mitigation to support plant and corporate service requirements.


KEY RESPONSIBILITIES

Managerial

  • Ensure smooth communication across teams and leadership.
  • Build a strong, motivated team environment.
  • Set goals, monitor performance, and provide regular feedback.
  • Guide and support staff on operational and functional matters.
  • Train and upskill team members to enhance productivity.
  • Plan manpower needs and support recruitment for key roles.

Functional

Strategic Contracting

  • Develop and implement contract and category strategies aligned with business needs.
  • Oversee procurement planning, risk assessments, and Omanization initiatives.
  • Lead contract drafting, tendering, evaluation, negotiation, and execution.
  • Manage contract lifecycle including performance monitoring, renewals, amendments, and closeout.
  • Oversee review of payments, on-site verifications, and quantity surveying activities.

Vendor Management

  • Identify, evaluate, and negotiate with vendors to ensure competitive terms.
  • Monitor vendor performance, SLAs, compliance, and service quality.
  • Maintain strong vendor relationships to support operational needs.

Compliance & Risk Management

  • Ensure contracts meet legal, regulatory, and company compliance requirements.
  • Identify risks and implement mitigation strategies.
  • Close all audit actions within deadlines.

Negotiation & Cost Optimization

  • Lead commercial negotiations to secure favorable terms.
  • Drive cost optimization while maintaining quality and service standards.

Post-Award Oversight

  • Supervise post-award financial reviews, variations, claims, and dispute resolution.
  • Ensure proper closeout of contracts and adherence to ISO quality systems.

Cost, Risk & Value Management

  • Conduct cost analysis, risk assessments, and budget adherence activities.
  • Lead cost-saving initiatives without compromising safety or quality.

Documentation & Reporting

  • Maintain accurate contract documentation and correspondence.
  • Prepare reports on performance, cost, compliance, and risks for stakeholders.

Collaboration & Continuous Improvement

  • Coordinate with legal, finance, ICV, HSE, and operations teams.
  • Drive LEAN initiatives in contracting and quantity surveying processes.
  • Engage with clients to understand needs and ensure service satisfaction.

KEY CHALLENGES

  • Managing complex contracts and multi-stakeholder requirements.
  • Resolving disputes and deviations effectively.
  • Identifying and mitigating contractual risks.

KPIs

  • Timely placement and renewal of contracts.
  • Cost savings achieved without quality compromise.
  • Accuracy and timeliness in risk identification.

QUALIFICATIONS & EXPERIENCE

Education:

  • Bachelor’s in Business, Law, Contract Management, Supply Chain (Required)
  • Master’s in related field (Preferred)

Experience:

  • 10+ years in contract management, procurement, or vendor management (Required)
  • Oil & Gas sector experience in leadership roles (Preferred)

Working Conditions:

  • Normal work schedule – Sur
