SAMREF is a complex refinery which was formed in 1981 for the development, construction, ownership and operation of crude oil refining facilities in Yanbu, Saudi Arabia. Following the construction and start-up of the facilities, it commenced operations on November 15, 1984. The design capacity was 263,000 barrels per day of Arab Light Crude, but through a continuous improvement of its facilities, it now processes about 402,000 barrels per day.

Environment Engineer – PDE

PURPOSE OF WORK

Provide Environmental support & services for the refinery to ensure control and protection of the Environment in line with Governmental (RC-EPCD) regulations. This includes efforts to maintain air and water quality, compliance activities of testing and monitoring Industrial waste management.

REGULAR ASSIGNED DUTIES:

1- Assume the full responsibility of Environment Engineer, covering all related activities in the assigned area/field. Conduct regular visits to the process areas to embrace the environment culture to all level of organization. This includes awareness, communication, sharing issues, etc. Provide required support to manufacturing departments in the areas of required inspections, waste handling, air emissions; water discharge, regulatory compliance, monitoring & reporting, and provide required field support during planned/emergency shutdowns/turnarounds

2- Issue reports timely and preform the required calculations. In addition, conduct special studies such as air, marine and groundwater modeling; and risk assessments.

3- Monitor discharged wastewater quality and refinery units air emissions to be in compliance with (RC-EPCD) standard limits and maintain communications with Area Owner to ensure maintaining on spec results.

4- Identify deviations and developing solutions to environmental problems, and report incidents to regulator as required and in line with policy and procedure.

5- Support to carryout investigations for incidents as required and recommend remediation actions to avoid re-occurrence.

EDUCATION

Educational Requirements or Equivalent: Bachelor of Science degree in Chemical Engineering.

Safety Engineer – PDE

PURPOSE OF WORK

To provide Safety engineering support to Safety Section & Refinery Business Teams to ensure effective & sustainable compliance of established safety system and practices

REGULAR ASSIGNED DUTIES:

1- Assume the full responsibility of Safety Engineer, covering all related activities in the assigned area/field. Conduct regular visits to the process areas to embrace the safety culture to all level of organization. This includes: safety awareness, risk communication, HAZOP Findings, sharing safety issues, etc

2- Participate, audit and evaluate safety control system/awareness programs (on & off the job) and develop corrective actions plan. Analyze data, develop & issue all structured (weekly, monthly & annually) safety reports i.e. BBSO, Incident Investigation, Occupational Injuries, ExxonMobil required Safety Report & Process Safety Monthly Performance. Assist in developing weekly SAI report. Prepare Safety Talks & Safety Flashes. Prepare & present monthly Safety Steering Team package.

3- Develop & maintain the Refinery Risk Control Plan (RCP) to track all Refinery SHE Risks. Report and Facilitate the Stewardship of Refinery Process Safety & Risk Management with Refinery Safe Operations Committee (SOC). Support Business Teams to resolve risks and report progress. Provide Engineering support to effectively implement Risk Control Plan (RCP) based on ISO Risks / Risk Units.

4- Prepare and issue the overall Refinery Risk Management Plans (RMP) on the long-range and annual basis for the Refinery On-going Operations. Coordinate and participate in the assessments and studies per the RMP and track/report progress

5- Support Safety Reviews and Assessments e.g. JSA, HAZOP, PSSR, etc. for Projects/New Facilities (TSR)/Modifications (MOC) and ensure implementation of the related requirements
